Description

Correct Country and Identification Coding

Every 406 MHz beacon transmits a Unique Identification Number when activated. This code identifies the country whose registration database should contain the owner, vessel, and emergency-contact information used by search-and-rescue authorities. The beacon must therefore be programmed for the correct national authority before it can be properly registered.

When Reprogramming Is Required

Reprogramming is generally needed when a beacon will be registered under a different country code from the one currently stored in the unit. Common situations include:

  • A vessel changing its flag or country of registration
  • A beacon being transferred for use in another country
  • An owner moving outside the country for which a PLB is programmed
  • A registration authority rejecting the beacon because its programmed identification is incorrect

A change of owner or contact details alone may only require an update with the applicable beacon-registration authority. The beacon itself typically needs reprogramming when its encoded country or identification information must change.

Required Programming Information

The information needed depends on the beacon, its intended registration country, and the applicable national requirements. EPIRB programming commonly requires the vessel’s MMSI number and country of registration. The vessel name may also be programmed when supported or requested. Some countries use different coding formats and may require additional documentation or identification details.

Registration After Reprogramming

Reprogramming changes the identification data transmitted by the beacon; it does not replace registration with the appropriate national authority. Once the service is complete, the owner is responsible for registering the newly programmed Unique Identification Number and keeping the associated contact and vessel information current. Proper registration allows search-and-rescue personnel to retrieve the correct ownership and emergency-contact records during an activation.
